Behaviorism assumes that it is external entities that control learning
The basis of behaviorism is that the most fundamental principle is that you can change behavior through the deliberate manipulation of external events. The experimenters, rather than the animals, controlled what learning should take place. The use of positive and negative reinforcement in schools condition students for emotional dependence on authority.
